The bottom is closed, which excludes a feed-through wire entry from below and keeps the enclosure side clean. The flange feature defines the panel mounting footprint and gives a screw-down surface at each end of the strip — the 2-row layout at 0.375" pitch means the centreline spacing between rows is fixed by the housing; check your panel cutout depth against the overall block length for gang-box or DIN-rail adapter fit.
