The choice between them is driven entirely by the number of signal lines on the BOM — the footprint, routing density, and mechanical envelope are otherwise identical. A 16-circuit design using the 10-position part leaves six signals unrouted; a 10-circuit design using the 16-position part leaves six pads unpopulated, which is electrically benign but wastes board area.
