It's a board-to-wire connector — the header stays on the PCB, mates with a ZE series crimp receptacle. The 2 A per contact rating and 100 V voltage ceiling suit signal-level interconnect inside an enclosure. The full 4-wall shroud and locking ramp give this header a positive latch — the mating receptacle clicks in and stays put under vibration.
