This plug mates with a compatible Free Height receptacle to achieve any of four mated stacking heights: 5mm, 9mm, 13mm, or 17mm. That range covers everything from tight consumer-device stacks to wider industrial card cages. The actual stack height depends on which receptacle height variant you pair it with — the plug itself is a single height, so the receptacle determines the board-to-board gap.
