The 10 A current rating at 250 V is the headline — this is a power header, not a signal connector. The 16.5 mm mated stack height is set by the receptacle's height — the header's overall contact length is 14.60 mm, with 7.70 mm of that in the mating interface.
This header mates with the JST VH series receptacle housing (order code VHR-2N or similar, depending on the wire exit orientation).
