The 6-146130-4 is a 30-position, dual-row unshrouded breakaway header from TE's AMPMODU Mod II series, on the classic 0.100" (2.54mm) pitch. It's a board-to-board or cable interconnect — the unshrouded pins let you mate it with standard IDC sockets or use it as a programming/test header. The SMT tails keep the board bottom clear for passives or a second connector on the opposite side.
